The Korean War was the first large-scale war in American history that began and ended without a declaration of war by the Congress of the United States. It was also the first, and possibly will be the last war to be fought under the aegis of the United Nations. It had far more than the normal complement of political, military, economic and social problems that mark any international conflict. Author Collins was the Chief of Staff of the United States Army and a member of the Joint Chiefs of Staff, the senior military advisory body to the President and the Secretary of Defense, throughout the Korean War. A number of books have been written about the Korean War, but none by a member of the JCS as then constituted, of which the Chairman, General of the Army Omar N. Bradley, and the author were the last surviving members who served with the Chiefs throughout the war. While the author has no mandate to speak for the other Chiefs, he has felt a certain obligation to present the story of the unique Korean struggle primarily from the viewpoint of the Joint Chiefs of Staff.
